Affordable supply structures for shrinking regions


How can water and public transport services be provided to the inhabitants of shrinking regions in an environmentally benign and affordable way? The operators of electricity and water network infrastructures are particularly affected by demographic change and thus need to develop adaptation strategies. inter 3 is devising possible solutions based on the examples of three pilot regions in Brandenburg, and is testing these in close cooperation with municipal supply companies.

Objective: Economically sustainable infrastructure solutions

Infrastructure solutions in regions that are strongly affected by emigration and ageing populations need to be safeguarded in the long term. The aim of the project is to develop local supply and disposal plans that will endure under shrinking conditions. The necessary legal and fiscal frameworks will be prepared for two sectors – water/wastewater and public transport. The aim is to develop economically sustainable infrastructure solutions that can be taken up by other regions.

The purpose of the preliminary study is to identify pilot communities and supply companies that are innovative and ready for change, and to demonstrate the first strategic approaches. In inter 3’s sub-project "water”, the public authorities Herzberger Water and Wastewater Association, the Lausitz Water Association, and BRAWAG GmbH, in three regions were selected because they displayed the typical problems of specific settlement structures. The consortium "future-proof water supply and wastewater disposal in Brandenburg” was established to accompany this with the aim of involving further public authorities.

Courses of action for pilot communities and companies

The preliminary study identifies central approaches for action and solution paths for developing sustainable infrastructure solutions. The challenge for the further project phases is to develop and implement concrete adaptation plans that question the current role of the State in providing public services, and at the same time to present workable alternatives. Successful solution concepts in this area can be used as role models for the whole of Germany.
