Integrated Water Resources Management – Zayandeh Rud – Iranian water sector– technology and know-how transfer – BMBF project

Being Central Iran’s most important river the Zayandeh Rud provides water to more than 4.5 million people. It is also the most important water provider for regional industry, agriculture and ecosystems like the Gavkhuni marshland. Emerging user conflicts in the catchment between the single water using sectors as well as the environment stand exemplary for other arid and semi-arid regions in the world. Climate change and resource overuse have led to the complete drying out of the river several times during the last years. There is increasing pressure on the decision-makers not only to come to a well-balanced concept for water management, but to implement it as soon as possible.

Phase II: From analysis to actual implementation

Since 2010 the "Integrated Water Resources Management (IWRM) in Isfahan project has supported the Iranian decision-makers in shaping an IWRM process for the Zayandeh Rud. The project is now entering the next phase with a new title, "IWRM Zayandeh Rud”, to emphasize the project’s focus on the entire catchment. Under inter 3’s leadership German researchers and companies will develop and implement measures for an improved resource use in the sectors agriculture, industry and for households, develop training modules and establish a German-Iranian training and information center for the water sector. Another focus lies on the extension of the water management model and its implementation as a decision support system (DSS).

The focus of the first project phase was on the analysis of the water management status quo in the Zayandeh Rud catchment with respect to technical, organizational, economic and ecological aspects. The water management model which has been developed incorporating the respective data depicts the single competing water usages in the catchment and will now be further developed as a DSS which is able to illustrate possible results of different management decisions.

German-Iranian cooperation: Achieving goals together

Possible strategies for a sustainable and efficient resource use are developed in close cooperation with the Iranian partners for each sector. In doing so, technologies and know-how are not only transferred from Germany to Iran but adjusted to local conditions. This is supposed to ensure a permanent implementation of project results.

Next to the use of innovative irrigation technologies, approaches for a socially acceptable and environmentally compatible transformation of the agricultural sector will be developed and tested with the direct involvement of local farmers. In the industrial sector the focus is on the question how freshwater resources can be preserved e.g. by reusing treated industrial or municipal sewage water. In the field of municipal water management household consumption patterns are analyzed and infrastructure optimization measures are introduced in pilot projects. Capacity development is an integrative part since training modules are developed in each sub or pilot project. Training is not only meant for employees in the water sector but in particular for trainers who are supposed to pass on their knowledge in the German Iranian Water Competence Center in a sustainable way and with practical orientation.
