Guide to interdependency analysis

Recommendations for practitioners from the utilities sector and municipal authorities

The guideline "Analysis of Interdependencies between CRITIS" presents a methodical approach for identifying and evaluating mutual dependencies of a functional, technical and organizational nature between CRITIS (such as the energy and water sectors) or between CRITIS and official crisis management.

The presented method creates an overview of the intersectoral dependencies in an entire supply area with reasonable effort.

 

 

Practical and need-oriented

It provides a solid and at the same time manageable knowledge base for preemptively countering vulnerabilities. In particular, integrated emergency concepts, integrated risk management, but also scenarios, joint exercises and other bilateral or multilateral security partnerships can build on this.

The appendix also lists selected examples of intersectoral dependencies whose transferability has been tested with experts and which can serve as a starting point for such a system analysis in a wide variety of supply areas in Germany.

The guide is based on results of the research projects "SIMKAS-3D", "Safefresh" and "KIRMin". Over a period of 10 years, inter 3 developed a series of methodological approaches in close cooperation with about 100 stakeholders, tested them in practice in various contexts and optimized them continuously. All three projects were funded by the German Federal Ministry of Education and Research (BMBF) as part of the "Research for Civil Security" program (www.sifo.de).
